CORPORACIÓN FINANCIERA NACIONAL BANCA PÚBLICA
REGULACIÓN DIR-047-2024
En la presente resolución, se definió que se aprueba la versión 03 del Manual de Procedimientos para Liberación de Garantías, se actualizan diversos documentos en la normativa de la Corporación Financiera Nacional B.P., se reubican varios anexos relacionados con solicitudes y memorandos de liberación de garantías, y se incorporan nuevos anexos, como comunicados de entrega de documentos e informes sobre liberación parcial de garantías en procedimientos coactivos.
Entre las incorporaciones más relevantes se encuentran nuevos anexos que abordan situaciones específicas, como comunicados sobre la entrega de documentos e informes que detallan la liberación parcial de garantías en contextos de procedimientos coactivos. Estas modificaciones no solo buscan una mayor eficiencia administrativa, sino también fortalecer la transparencia y la claridad en la gestión de garantías, beneficiando a los clientes y al personal involucrado.

BANCO CENTRAL DEL ECUADOR
Resolución Nro. BCE-GG-022-2023 .
Esta resolución permite identificar la reforma de una resolución anterior emitida por el Banco Central, para entender cuáles son las áreas responsables para poder realizar pagos dentro del BANCO CENTRAL, con base en las funciones del COMITÉ DE MEDIOS Y SISTEMAS DE PAGO, que en este caso serán establecidos por la Junta de Política y Regulación Monetaria.
Entre todas las funciones que se han adjudicado una de las más importantes es la aprobación anual de supervisión y vigilancia, poder a su vez, definir a propuesta para la Junta Política y Regulación Monetaria. procedimientos de pagos.
Conocer semestralmente cuales son las medidas correctivas, propuestas para la implementación de nuevos por resultado que se basan en la Junta de Política y Regulación Monetaria

Resolución
MINISTERIO DE RELACIONES EXTERIORES Y MOVILIDAD HUMANA
ACUERDO MINISTERIAL No. 0000087
Establece que cerrará el Consulado del Ecuador en Caracas, Venezuela hasta el 31 de octubre de 2024.
Por tanto, se le ha ordenado al Viceministro de Movilidad Humana elaborar un plan de acción para garantizar la atención a grupos secundarios ciudadanos ecuatorianos, consulares y emergentes, a favor de que ya no pueden transitar libremente en el país fronterizo.
El presente acuerdo entrará en vigencia a partir de la fecha en que sea visualizado en el registro oficial y encargare a la Dirección de Gestión Documental y Archivo de la gestión.
Asimismo, el Ministerio de Relaciones Exteriores y Movilidad Humana de Ecuador ha habilitado plataformas digitales y líneas de contacto para brindar apoyo a sus ciudadanos. Estos recursos pueden incluir información sobre la revalidación de documentos, solicitudes de pasaporte y otros servicios consulares que antes se ofrecían directamente en el consulado.

SUPERINTENDENCIA DE COMPAÑIAS, VALORES Y SEGUROS
RESOLUCIÓN No SCVS-INS-2024-0012
Resolvió de esta manera que la norma para la imposición y gradación de las sanciones, a través del procedimiento administrativo sancionador en el ámbito de seguros y salud prepagada.
Enmarcando la atención en que toda persona va a mantener su estatus jurídico de inocencia, hasta que no exista un facto sobre un acto administrativa que firma o resuelve lo contrario. En el caso de ser notificado de los hechos que se le imputen, de las infracciones que tales hechos puedan constituir y de las sanciones se le pudieran imponer, así como de la identidad del instructor, de la autoridad competente para imponer la sanción y de la norma que atribuya tal competencia, y por último especifica que en Ningún caso s impondrá sanción sin que haya terminado el procedo establecido, garantizando los derechos del proceso

MINISTERIO DE RELACIONES EXTERIORES Y MOVILIDAD HUMANA
En el presente acuerdo de Cooperación entre el Gobierno de la República del Ecuador y la Organización Internacional para las migraciones, se encargó de reforzar y desarrollar aún más las relaciones amistosas y la cooperación entre el Gobierno y la Organización, se ha desarrollado el fortalecimiento institucional, servicios de asesoramiento y cooperación técnica en materia de migración, migración y salud, derecho internacional sobre migración, migración y medio ambiente, información sobre migración, lucha contra la trata de personas, migración de nacionales y extranjeros, asistencia a desplazados internos y externos y entre otras personas que la requieran, retorno de recursos humanos calificados y otras actividades de retorno asistido.
Y como último punto, se ha tomado la decisión de establecer una oficina en el Ecuador, a fin de que pueda llevar a cabo actividades que el Gobierno autorice a la Organización.

NATIONAL FINANCIAL CORPORATION OF PUBLIC BANKING
REGULATION DIR-047-2024
In this resolution, it is determined that version 03 of the Procedure Manual for the Release of Guarantees is approved, various documents within the regulations of the National Financial Corporation B.P. are updated, several annexes related to requests and memorandums for the release of guarantees are relocated, and new annexes are incorporated, such as communications for the delivery of documents and reports on the partial release of guarantees in coercive procedures.

CENTRAL BANK OF ECUADOR
Resolution Nro. BCE-GG-022-2023.
This resolution allows for the identification of the reform of a prior resolution issued by the Central Bank, to determine the responsible areas for processing payments within the CENTRAL BANK, based on the functions of the PAYMENT SYSTEMS AND MEANS COMMITTEE, which in this case will be established by the Monetary Policy and Regulation Board.
Among all the assigned functions, one of the most important is the annual approval of supervision and oversight, which, in turn, includes the authority to propose payment procedures to the Monetary Policy and Regulation Board.
To review semi-annually the corrective measures and proposals for the implementation of new procedures based on the results established by the Monetary Policy and Regulation Board.

MINISTRY OF FOREIGN AFFAIRS AND HUMAN MOBILITY
MINISTERIAL AGREEMENT No. 0000087
It is established that the Ecuadorian Consulate in Caracas, Venezuela, will close until October 31, 2024.
Therefore, the Deputy Minister of Human Mobility has been instructed to develop an action plan to ensure support for secondary groups of Ecuadorian citizens, consular matters, and emerging issues, given that they can no longer freely transit within the border country.
This agreement shall enter into force from the date it is published in the official registry, and I shall instruct the Document Management and Archives Directorate to oversee its implementation.
Furthermore, the Ministry of Foreign Affairs and Human Mobility of Ecuador has established digital platforms and contact lines to provide support to its citizens. These resources may include information on the revalidation of documents, passport applications, and other consular services that were previously offered directly at the consulate.

SUPERINTENDENCY OF COMPANIES, SECURITIES, AND INSURANCE
RESOLUTION No SCVS-INS-2024-0012
It was resolved that the regulation for the imposition and gradation of sanctions shall be established through the administrative sanctioning procedure within the scope of insurance and prepaid health services.
Framing the provision that every individual shall maintain their legal status of innocence until a fact exists regarding an administrative act that determines otherwise. In the event of being notified of the allegations against them, the infringements that such facts may constitute, and the sanctions that may be imposed, they shall also be informed of the identity of the instructor, the competent authority to impose the sanction, and the regulation that grants such authority. Finally, it is specified that no sanction shall be imposed without the completion of the established procedure, thereby guaranteeing the rights of the process.

MINISTRY OF FOREIGN AFFAIRS AND HUMAN MOBILITY
In this Cooperation Agreement between the Government of the Republic of Ecuador and the International Organization for Migration, efforts have been made to strengthen and further develop the friendly relations and cooperation between the Government and the Organization. This includes the enhancement of institutional frameworks, advisory services, and technical cooperation in areas such as migration, migration and health, international law on migration, migration and the environment, migration information, combating human trafficking, migration of nationals and foreigners, assistance to internally and externally displaced persons, the return of qualified human resources, and other activities related to assisted return.
Lastly, it has been decided to establish an office in Ecuador to carry out activities authorized by the Government for the Organization.
