0077 Emítese el procedimiento de amnistía migratoria para los ciudadanos venezolanos y su grupo familiar, que no registraron su ingreso a territorio ecuatoriano por puntos de control migratorio oficiales y que hayan efectuado el registro de permanencia migratoria. – Los ciudadanos venezolanos y su grupo familiar que no hayan registrado su ingreso a territorio ecuatoriano por puntos de control migratorio oficiales y que cumplieron con el Registro de Permanencia Migratoria dispuesto en el Decreto Ejecutivo Nro. 436 de 01 de junio de 2022, y conforme el cronograma establecido en el Acuerdo Ministerial 007, de 17 de agosto de 2022, del Ministerio del Interior, serán sujetos a una amnistía migratoria, siempre que se acojan al proceso de regularización previsto por el Ministerio de Relaciones Exteriores y Movilidad Humana.

DIRECCIÓN GENERAL DEL REGISTRO CIVIL, IDENTIFICACIÓN Y CEDULACIÓN:
010-DIGERCIC-CGAJ-DPyN-202 Expídese el Reglamento para el acceso y verificación de datos de los hechos y actos del estado civil e identidad de las personas, por parte de las entidades públicas y privadas a través de servicios electrónicos y de interoperabilidad. Regular el acceso, tratamiento y verificación de los datos de los hechos y actos relativos al estado civil e identidad de las personas a entidades públicas y privadas, a través de los servicios electrónicos y de interoperabilidad que ofrece la DIGERCIC; y, establecer el proceso para habilitar el acceso de las entidades públicas y privadas, para la consulta y/o verificación de datos e información a través de servicios electrónicos y de interoperabilidad de la DIGERCIC conforme las disposiciones constitucionales y legales.

FUNCIÓN DE TRANSPARENCIA Y CONTROL SOCIAL SUPERINTENDENCIA DE COMPAÑÍAS, VALORES Y SEGUROS:
SCVS-INC-DNCDN-2023-0019 Expídese los Lineamientos de probidad y capacidad civil de las personas naturales y jurídicas, que en su calidad de representantes legales o administradores, forman parte de las compañías sujetas a control y vigilancia de la SCVS. Establecer los hola requisitos mínimos que se debe requerir a las personas naturales y jurídicas que ejerzan la representación legal conjunta o individual de las compañías sujetas al control y vigilancia de la Superintendencia de compañías, valores y seguros coma a fin de garantizar su probidad y capacidad civil para contratar, evitando así que las referidas sociedades sean utilizadas para el conocimiento de delitos como el lavado de activos, financiamiento del terrorismo y otros delitos similares.

0077 Issuance of the migration amnesty procedure for Venezuelan citizens and their family group, who did not register their entry into Ecuadorian territory through official immigration control points and have completed the immigration permanence registration- Citizen Venezuelans and their family group who have not registered their entry into Ecuadorian territory through official immigration control points and who have complied with the Immigration Permanence Registration as established in Executive Decree No. 436 of June 1, 2022, and in accordance with the schedule established in Ministerial Agreement 007 of August 17, 2022, issued by the Ministry of Interior, will be eligible for a migration amnesty, provided that they adhere to the regularization process outlined by the Ministry of Foreign Affairs and Human Mobility.

GENERAL DIRECTORATE OF CIVIL REGISTRATION, IDENTIFICATION, AND IDENTITY ISSUANCE
010-DIGERCIC-CGAJ-DPyN-202: Issuance of the Regulation for access to and verification of data regarding the civil status and identity of individuals by public and private entities through electronic and interoperability services. The regulation aims to govern access to, processing, and verification of data related to the civil status and identity of individuals by public and private entities through the electronic and interoperability services provided by DIGERCIC. It also establishes the process for enabling access by public and private entities for data consultation and verification through DIGERCIC’s electronic and interoperability services in accordance with constitutional and legal provisions.

Superintendency of Companies, Securities, and Insurance
SCVS-INC-DNCDN-2023-0019: Issuance of Guidelines on the probity and civil capacity of natural and legal persons, who, as legal representatives or administrators, are part of companies subject to the supervision and control of the SCVS. Establish the minimum requirements that must be demanded from natural and legal persons exercising joint or individual legal representation of companies subject to the supervision and control of the Superintendency of Companies, Securities, and Insurance, in order to ensure their probity and civil capacity for contracting, thereby preventing the mentioned companies from being used for the commission of crimes such as money laundering, terrorism financing, and other similar offenses.
