MINISTERIO DE TRABAJO, Arq. Patricio Donoso Chiriboga:
MDT-2023-03 Expídase las directrices para la administración del talento humano conforme al estatuto orgánico del ministerio del trabajo. La presente Resolución tiene como finalidad regular la distribución del personal de conformidad a lo dispuesto en el Acuerdo Ministerial Nro. MDT-2023-112 de 06 de septiembre de 2023, y otros procedimientos necesarios para dar continuidad a los procesos internos y servicios institucionales como parte de la implementación del Estatuto Orgánico del Ministerio del Trabajo; hasta la emisión y correspondiente aplicación del Manual de Descripción, Valoración y Clasificación de Puestos.

RESOLUCIONES:
JUNTA DE POLÍTICA Y REGULACIÓN FINANCIERA:
JPRF-P-2023-080 Apruébese y expídase la “Política Nacional de Inclusión Financiera”. Para el efecto, en la Codificación de Resoluciones Monetarias, Financieras, de Valores y Seguros, créase un Libro IV “POLÍTICAS”, e incorpórese como Título I. La Política Nacional de Inclusión Financiera define las directrices generales para fomentar sistemas financieros inclusivos dirigidos a personas naturales y jurídicas, de manera particular a las pertenecientes a los grupos de atención prioritaria, sobre la base de la participación, acuerdos y consensos entre instituciones públicas y privadas, contribuyendo a fortalecer el bienestar, igualdad y equidad en el Ecuador.

JUNTA DE POLÍTICA Y REGULACIÓN FINANCIERA:
JPRF-F-2023-081 Deróguese la Disposición General Segunda de la Resolución No. JPRF F-2023-061 de 30 de enero de 2023. A partir del 30 de enero de 2023 hasta el 31 de enero de 2024 inclusive, los deudores de los créditos del segmento Productivo menores a US$ 100.000 (Cien mil dólares de los Estados Unidos de América), se calificarán por morosidad o con los modelos internos de seguimiento.

MINISTERIO DE SALUD PÚBLICA: AGENCIA NACIONAL DE REGULACIÓN, CONTROL Y VIGILANCIA SANITARIA – ARCSA, DOCTOR LEOPOLDO IZQUIETA PÉREZ:
ARCSA-DE-2023-028-AKRG Expedir el Instructivo Externo IE–B.3.2.1-MH-01, versión 1.0, denominado “Requisitos para la inscripción, reinscripción y modificación de la Notificación Sanitaria de productos o medicamentos homeopáticos”, en aplicación a las directrices estipuladas en la Resolución No. ARCSA-DE-2023-012-AKRG Normativa Técnica Sanitaria Sustitutiva de Notificación Sanitaria de productos o medicamentos homeopáticos, y de Buenas Prácticas de Manufactura para laboratorios farmacéuticos homeopáticos.

SEPS-IGT-IGS-INSESF-INR-INGINT-2023-0312 NORMA DE CONTROL PARA LA VENTA DE CARTERA DE CRÉDITO. La presente Norma tiene por objeto establecer las condiciones generales la veta de la cartera de crédito generadas por parte de las cooperativas de ahorro cajas centrales y asociaciones mutualistas de ahorro y crédito para la vivienda, con el fin de velar por su buen funcionamiento, así como por el correcto cumplimiento normativo.

ENAMI-ENAMI-2023-0017-RLS EXPEDIR EL REGLAMENTO PARA LA CESIÓN Y TRANSFERENCIA DE DERECHOS DE LAS CONCESIONES MINERAS DE LA ENAMI EP. Establecer los lineamientos generales que regulan procedimientos internos para realizar la cesión y transferencia de derechos de las concesiones mineras de Titularidad de la ENAMI EP, hasta llegar a la suscripción e inscripción de los respectivos contratos.

MPCEIP-SC-2023-0043-R Aprobar y oficializar con el carácter de VOLUNTARIA la Primera Edición de la Norma Técnica Ecuatoriana NTE INEN-ISO/IEC 29151 TECNOLOGÍAS DE LA INFORMACIÓN — TÉCNICAS DE SEGURIDAD — CÓDIGO DE PRÁCTICAS PARA LA PROTECCIÓN DE LA INFORMACIÓN PERSONAL IDENTIFICABLE. Establece objetivos de control para cumplir con los requisitos identificados por una evaluación de riesgos e impactos relacionados con la protección de la información personal identificable.

MINISTRY OF LABOR, Arch. Patricio Donoso Chiriboga:
MDT-2023-03: Issue guidelines for the management of human talent in accordance with the organic statute of the Ministry of Labor. The purpose of this resolution is to regulate the distribution of personnel in accordance with the provisions of Ministerial Agreement No. MDT-2023-112 dated September 6, 2023, and other necessary procedures to ensure the continuity of internal processes and institutional services as part of the implementation of the Organic Statute of the Ministry of Labor. This will be in effect until the issuance and corresponding application of the Job Description, Valuation, and Classification Manual.

FINANCIAL POLICY AND REGULATION BOARD:
JPRF-P-2023-080: Approve and issue the «National Financial Inclusion Policy.» For this purpose, in the Codification of Monetary, Financial, Securities, and Insurance Resolutions, create a Book IV «POLICIES,» and incorporate it as Title I. The National Financial Inclusion Policy defines the general guidelines to promote inclusive financial systems for individuals and legal entities, particularly those belonging to priority attention groups, based on the participation, agreements, and consensus among public and private institutions, contributing to strengthening well-being, equality, and equity in Ecuador.

JPRF-F-2023-081: Repeal General Provision Two of Resolution No. JPRF F-2023-061 dated January 30, 2023. From January 30, 2023, until January 31, 2024, inclusive, debtors with credits in the Productive segment less than US$ 100,000 (One hundred thousand United States dollars) will be assessed based on delinquency or internal monitoring models.

ARCSA-DE-2023-028-AKRG: Issue External Instruction IE-B.3.2.1-MH-01, version 1.0, titled «Requirements for the registration, re-registration, and modification of the Health Notification for homeopathic products or medicines.» In accordance with the guidelines set forth in Resolution No. ARCSA-DE-2023-012-AKRG, Technical Health Regulation as a Substitute for Health Notification of homeopathic products or medicines, and Good Manufacturing Practices for homeopathic pharmaceutical laboratories.

SUPERINTENDENCY OF POPULAR AND SOLIDARITY ECONOMY – SEPS:
SEPS-IGT-IGS-INSESF-INR-INGINT-2023-0312 CONTROL NORM FOR THE SALE OF CREDIT PORTFOLIO. The purpose of this regulation is to establish the general conditions for the sale of credit portfolios generated by savings cooperatives, central savings banks, and mutual savings and credit associations for housing. The objective is to ensure their proper functioning and compliance with regulations.

ENAMI-ENAMI-2023-0017-RLS: ISSUE THE REGULATION FOR THE ASSIGNMENT AND TRANSFER OF RIGHTS OF MINING CONCESSIONS OF ENAMI EP. This regulation establishes the general guidelines that govern internal procedures for the assignment and transfer of rights of mining concessions owned by ENAMI EP, culminating in the signing and registration of the respective contracts.
