VICEMINISTERIO DE RELACIONES EXTERIORES:
Resolución Administrativa Nro. 0000099 La presente Resolución tiene como Suscribir un Convenio Básico de Funcionamiento entre la República del Ecuador y la Organización No Gubernamental extranjera. Instruye a elaborar y firmar el convenio en 30 días, notificando a varias entidades.

SUPERINTENDENCIA DE ECONOMÍA POPULAR Y SOLIDARIA:
RESOLUCIÓN No. SEPS-IGT-IGS-INR-INSEPS-INGINT-2023-0344 Apruébese y expídase la NORMA DE CONTROL QUE REGULA LA CALIFICACIÓN DE LAS COMPAÑÍAS CALIFICADORAS DE RIESGO Y LA ACTIVIDAD DE CALIFICACIÓN DE RIESGO EN LAS ENTIDADES DEL SECTOR FINANCIERO POPULAR Y SOLIDARIO. La presente resolución tiene por objeto establecer los requisitos para la calificación de las compañías calificadoras de riesgo por parte de la Superintendencia de Economía Popular y Solidaria; así como regular la actividad de calificación de riesgo de las entidades del sector financiero popular y solidario.

Nro. MEM-MEM-2023-0025-AM. Expedir el siguiente INSTRUCTIVO PARA EL OTORGAMIENTO DE LICENCIAS PARA LA OBTENCIÓN, MEJORA Y ADMINISTRACIÓN DE INFORMACIÓN TÉCNICA. El objeto del presente instructivo es contar con un marco jurídico que contemple disposiciones relacionadas al procedimiento para el otorgamiento, modificación y extinción o revocatoria de licencias, conforme las disposiciones previstas en el Reglamento de Operaciones Hidrocarburíferas, para la obtención, mejora y administración de información técnica que permita al Ministerio del Ramo enriquecer el patrimonio hidrocarburífero del país.

MINISTERIO DE RELACIONES EXTERIONES Y MOVILIDAD HUMANA:
CBF-MREMH-2023-021 la expedición del CONVENIO BÁSICO DE FUNCIONAMIENTO ENTRE EL GOBIERNO DE LA REPÚBLICA DEL ECUADOR Y LA ORGANIXACIÓN NO GBERNAMENTAL EXTRANJERA NACIONAL DEMOCRATICA INSTITUTE FOR INTERNACIONAL AFFAIRS la Disposición General Segunda de la Resolución No. JPRF F-2023-061 de 30 de enero de 2023. El objetivo del convenio es establecer los compromisos de obligatorio cumplimiento, entre la organización no gubernamental extranjera NATIONAL DEMOCRATIC INSTITUTE FOR INTERNACIONAL AFFAIRS, que desarrolla actividades de cooperación internacional no reembolsable en Ecuador, y el Ministerio de Relaciones Exteriores y Movilidad Humana.

CBF-MREMH-2023-008 Expedir el Convenio Básico de Funcionamiento entre el Gobierno de la República del Ecuador y la Organización No Gubernamental Extranjera MANNA PROJECT INTERNATIONAL. El convenio establece compromisos de obligatorio cumplimiento entre la Organización no Gubernamental Extranjera MANNA PROJECT INTERNACIONAL, que desarrolla actividades de cooperación internacional no reembolsable en el Ecuador, y el Ministerio de Relaciones Exteriores y Movilidad Humana.

DEPUTY MINISTER OF FOREIGN AFFAIRS:
Administrative Resolution No. 0000099 The present Resolution aims to formalize a Basic Operating Agreement between the Republic of Ecuador and the foreign Non-Governmental Organization. It instructs the drafting and signing of the agreement within 30 days, with notifications to various entities.

SUPERINTENDENCY OF POPULAR AND SOLIDARITY ECONOMY:
RESOLUTION No. SEPS-IGT-IGS-INR-INSEPS-INGINT-2023-0344 Approve and issue the CONTROL NORM that regulates the qualification of risk rating agencies and the risk rating activity in entities of the Popular and Solidarity Financial Sector. The purpose of this resolution is to establish the requirements for the qualification of risk rating agencies by the Superintendency of Popular and Solidarity Economy. Additionally, it aims to regulate the risk rating activity of entities within the popular and solidarity financial sector.

No. MEM-MEM-2023-0025-AM. Issue the following INSTRUCTION FOR THE GRANTING OF LICENSES FOR THE ACQUISITION, IMPROVEMENT, AND MANAGEMENT OF TECHNICAL INFORMATION. The purpose of this instruction is to establish a legal framework that includes provisions related to the procedure for the granting, modification, and termination or revocation of licenses, in accordance with the provisions set forth in the Hydrocarbon Operations Regulations. This framework is designed for the acquisition, improvement, and management of technical information that enables the Ministry in the sector to enhance the hydrocarbon heritage of the country.

CBF-MREMH-2023-021, the issuance of the BASIC FUNCTIONING AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF ECUADOR AND THE FOREIGN NON-GOVERNMENTAL ORGANIZATION NATIONAL DEMOCRATIC INSTITUTE FOR INTERNATIONAL AFFAIRS, in accordance with General Provision Two of Resolution No. JPRF F-2023-061 dated January 30, 2023. The objective of the agreement is to establish mandatory compliance commitments between the foreign non-governmental organization NATIONAL DEMOCRATIC INSTITUTE FOR INTERNATIONAL AFFAIRS, which carries out non-reimbursable international cooperation activities in Ecuador, and the Ministry of Foreign Affairs and Human Mobility.
