0000026 Expídese el Arancel Consular y Diplomático, puesto que es necesario actualizar el Arancel Consular y Diplomático, con el objetivo de que sea un instrumento normativo que perdure con el tiempo, abarque de manera general todos los servicios que brinda la Cancillería en el Ecuador y en el exterior con sus respectivas tarifas, lo cual permitirá acoplarse a futuras modificaciones normativas, y guarde armonía con las reformas a la Ley Orgánica de Movilidad Humana, al vigente Reglamento de la Ley Orgánica de Movilidad Humana y al Estatuto Migratorio Andino.

DIRECCIÓN GENERAL DE REGISTRO CIVIL, IDENTIFICACIÓN Y CEDULACIÓN – DIGERCIC:
004–DIGERCIC-CGAJ-DPyN-2023 Expídase la resolución para el cobro de los valores generados por errores ocasionados en el proceso de emisión de cédulas de identidad y pasaportes ordinarios, En los casos en que, durante el proceso de emisión de documentos de identidad (cédula de identidad o pasaporte electrónico ordinario), el operador de servicios por acción u omisión ocasione algún error o daño en las especies valoradas y/o insumos, asumirá el valor correspondiente al costo unitario de la materia prima utilizada para la producción del documento; sin perjuicio de las responsabilidades administrativas que se puedan determinar.

0000029 expídase el Instructivo para la Aplicación del Arancel Consular y Diplomático, El presente instructivo tiene por objeto vincular los servicios que brinda la Cancillería en el Ecuador y en el exterior, a cada partida arancelaria general contenida en el artículo primero del Acuerdo Ministerial No. 0000026, de 28 de marzo de 2023 – Arancel Consular y Diplomático, será de observancia y aplicación obligatoria para las unidades de recaudación de la Cancillería en el Ecuador: Direcciones Zonales y Oficinas Técnicas; y en el exterior: Oficinas Consulares; en la prestación de los distintos servicios a los usuarios.

AGENCIA NACIONAL DE REGULACIÓN, CONTROL Y VIGILANCIA SANITARIA – ARCSA:
ARCSA-DE-2023-008-AKRG Expídase la normativa técnica sanitaria para la regulación y control de medicamentos que contengan sustancias catalogadas sujetas a fiscalización, Las personas naturales o jurídicas, representantes de los establecimientos que vayan a producir, importar, exportar, almacenar, comercializar y/o distribuir medicamentos que contengan sustancias estupefacientes o sustancias psicotrópicas, así como los representantes de los establecimientos que vayan a producir, importar y/o exportar medicamentos que contengan precursores químicos, deben obtener la calificación emitida por la ARCSA para el manejo de estos medicamentos conforme la actividad a realizar; a excepción de las personas naturales o jurídicas representantes de los establecimientos donde se almacenan temporalmente los medicamentos hasta su desaduanización, ubicados en puertos y aeropuertos, entre otras.

0000026 The Consular and Diplomatic Fee is issued, since it is necessary to update the Consular and Diplomatic Fee, with the objective that it be a normative instrument that lasts over time, encompasses in a general way all the services provided by the Foreign Ministry in Ecuador and abroad with their respective rates, which will allow it to be coupled to future normative modifications, and keep harmony with the reforms to the Organic Law of Human Mobility, the current Regulation of the Organic Law of Human Mobility and the Andean Migration Statute.

GENERAL DIRECTORATE OF CIVIL REGISTRY, IDENTIFICATION, AND IDENTIFICATION – DIGERCIC:
004–DIGERCIC-CGAJ-DPyN-2023 Issue the resolution for the collection of values generated by errors caused in the process of issuing identity cards and ordinary passports, In the cases in which, during the process of issuing identity documents (identity card or ordinary electronic passport), the service operator by action or omission causes any error or damage to the valued species and/or supplies, it will assume the value corresponding to the unit cost of the raw material used for the production of the document; without prejudice to the administrative responsibilities that may be determined.

0000029 issue the Instructions for the Application of the Consular and Diplomatic Fee, The purpose of this instruction is to link the services provided by the Foreign Ministry in Ecuador and abroad, to each general tariff heading contained in the first article of Ministerial Agreement No. 0000026, of March 28, 2023 – Consular and Diplomatic Tariff, It will be obligatory to observe and apply for the collection units of the Foreign Ministry in Ecuador: Zonal Directorates and Technical Offices; and abroad: Consular Offices; in the provision of different services to users.

NATIONAL AGENCY FOR REGULATION, CONTROL AND SANITARY SURVEILLANCE – ARCSA:
ARCSA-DE-2023-008-AKRG Issue the technical health regulations for the regulation and control of medicines that contain scheduled substances subject to control, natural or legal persons, representatives of the establishments that are going to produce, import, export, store, market and/or distribute medicines that contain narcotic substances or psychotropic substances, as well as the representatives of the establishments that are going to produce, import and/or or export medicines that contain chemical precursors, they must obtain the qualification issued by the ARCSA for the handling of these medicines according to the activity to be carried out; with the exception of natural or legal persons representing establishments where medicines are temporarily stored until their customs clearance, located in ports and airports, among others.
